Patrick chose to go to Georgia Tech, primarily to be nearer to his elder brother. Through his college experience, Patrick played four out of five seasons as a quarterback. He was a backup quarterback in 2004. was the back-up quarterback for Reggie Ball. In the same season, he also qualified for the 60-metre indoor race in track and field. He also competed in the ACC Indoor Championship.
In 2006, Carter resumed playing as a wide receiver, and started along with Harry Douglas, Gary Barnidge, Michael Bush, Brian Brohm, Breno Giacomini, Mario Urrutia and Bilial Powell. During this season, Carter averaged 5.9 yards per punt return, caught 5 passes for 68 yards, and 17 punt returns for 117 yards. He was listed as the fastest player on the team consistently posting 4.2s and 4.3s 40 yard dashes. When Brohm became injured, Carter was moved to quarterback.
